Purpose and Background
With the passage of amendments to the Federal Clean Water Act in 1987, the United States Environmental Protection Agency (USEPA) was required to implement a program to regulate the discharge of storm water from construction activities under the National Pollutant Discharge Elimination System (NPDES). With the advent of NPDES Phase II in 2003, additional construction projects became regulated. Since the release of the first construction general permit in the early 1990s, engineers, reviewers, and construction contractors have struggled to understand and comply with EPA requirements. The EPA has continued to revise and develop the permit program by issuing subsequent regulations, permits, and guidance documents. As enforcement of Clean Water Act violations increase at construction sites, those responsible for compliance need to understand what they must do in order to avoid stiff penalties and to keep neighboring streams and properties clean. A good way to avoid these costly penalties and delays to a construction project is to prepare and implement a complete Storm Water Pollution Prevention Plan (SWPPP).
SWPPPs must include several sections that detail the nature and activities at the site, proposed sediment and erosion control practices, storm water management practices and other pollution controls proposed for the site. Failure to include any of the required information is a violation that can be penalized up to $32,500 per day per violation. It is therefore necessary to ensure that all the requirements are known and understood prior to preparing and implementing a plan.
This webinar provides practical and realistic measures for complying with the EPA’s most recent requirements for storm water discharge permits issued for construction activities and highlights guidance and training materials released by the EPA to assist those involved with SWPPP preparation.
