Purpose and Background
This seminar is a series of learning modules that have been developed for personnel, both new to and experienced, involved with design-build (DB) project delivery in public works projects. The course will consist of a combination of lecture to present new material followed by high-impact case studies to reinforce the application of the individual learning objectives using actual cases from public DB projects. Participants will apply tools, techniques, and processes in an extended guided practical exercise developing the RFP for a public DB project.
Benefits and Learning Outcomes
Upon completion of this course, you will be able to:
- Explain the advantages and disadvantages of the spectrum of project delivery methods available to the public agency. These include design-bid-build (DBB), construction manager as agent (CMA), design-build (DB), DB with bridging and progressive DB (PDB).
- Explain the process for selecting a project delivery method and the risk profile associated with each.
- Explain the DB project development and delivery process from the development of the solicitation documents (RFQ/RFP) by an A/E, selection of the design-builder using best value and QBS, and project design and construction administration.
- Develop a familiarity with developing DB performance criteria and specifications, design quality assurance, and contract pricing provisions.
- Apply the fundamentals of cost engineering as applied to claims analysis.
Assessment of Learning Outcomes
Achievement of the learning outcomes will be assessed through class discussion a short post-test (true-false, multiple choice and fill in the blank questions).

Outline
DAY 1
- Alternative Project Delivery Methods: Participants will learn the differences of the major delivery methods in use today.
- DB Procurement Process: This topic covers the owner’s requirements to develop requests for qualification (RFQ) and requests for proposals (RFP). It also presents the industry perspective in generating responsive proposals.
- DB Evaluation Planning and Award: This module discusses the mechanics of DB proposal evaluation plan development and provides critical information to all parties in a typical DB project.
DAY 2
- DB Project Practical Exercise: This module will consist of a guided practical exercise where participants will develop the RFP for a public DB project.
DAY 3
- DB Design Administration: This module concentrates on what happens during the design phase after award of the DB contract.
- DB Construction Administration: This module concentrates on what happens during the construction phase after award of the DB contract.
How to Earn your CEUs/PDHs
This in-person course is worth 2.4 CEUs/24 PDHs. To receive your certificate of completion you must attend at least 75% of the course and will complete a post-test onsite with a score of 70% or higher. The certificates will be populated in your myLearning account post-seminar.
