Purpose and Background
As most highway and public works agencies can attest, it seems there is an ever increasing budgetary constraint that requires agencies to do more with less. Considering the tremendous investment that tax payers have made in pavement networks, ensuring that the pavements are well-maintained should be a top priority. That's why effective and properly timed pavement maintenance and rehabilitation are essential to achieving a sustainable pavement network, and will ensure that road users are provided with the most optimal level of service possible. A properly implemented Pavement Management program can provide an agency with the tools and knowledge to achieve these goals.
Pavement Management provides an agency with the framework to systematically select the right repair at the right time and in the right location in order to minimize life-cycle costs while maximizing the condition of pavement assets. A critical component of a pavement management program is the adoption of a Pavement Management System (PMS) that can help agencies make data driven and objective decisions about repairing the pavement network. Successful PMS should provide a solution that truly optimizes resources for pavements and ensures that an agency is making well-informed investment decisions.
